Where is hjaalmarch imperial camp

This used to bother me for the longest time from a role-playing perspective. Thanks for the mod. I will definitely add this for my next play through.

However, it's possible that the remaining Nords in Skyrim would be too weak to prevent a Thalmor offensive. But when I walk to a camp or meet Imperials in the wild, they attack me.
